I have both 2" and 4" muffin fans mounted on rubber pipe caps and they don't slide, plus the soft rubber absorbs
the sound of the fans a bit.

The rubber pipe caps are sold to cap the end of pipes and
are normally held on the pipe with a hose clamp. Not all shops will stock the caps, but a plumbing supply house will have them.

Cut a suitable hole in the surface of the cap with scissors
and mount the fan with screws, lockwashers and nuts, just
as you would on a metal surface.
