Does anyone know what this could be?
I can't reproduce it myself, but a user reported an immediate exit
upon startup with an output (presumably to stdout) "Invalid coding
system: mac-cyrillic".
System Preferences->International->Language has "Russian" (in
cyrillic) on top, i.e. as preferred language.
This is a recent CVS build of the Carbon port (without X) as usual
(albeit in the Aquamacs distribution, with all extra packages etc.
disabled).

- what exactly do set to Russian in the System Preferences? Input
Language? Application Languages?
Mac OS X 10.4.5
System Preferences->International->Language->Russian at the upper
position.
It works well with French Language as well.

Yes, I've just tried with the same result.
I think we haven't had many Russian users so far, but it's the
first time I hear about this bug.
I use emacs for many years.
