Kai, the tramp author, has given the following fix in the past week
for a bug which sounds much like you are describing:

Does the new version do the trick?  Available via ftp and CVS.  I hope
that I have fixed the bug, but I'm not sure.

That bug seems to be fixed.  However, now I can't load a file.  Here
