You can buy them through PTL in Germany.  They are NOT reasonably priced!!
(~$2,500)  But I wasn't able to find anything cheaper when we bought ours!

It is my understanding that shielded power cords are not allowed on
products in European markets. As I recall, the rationale is that if a
cord is replaced, there is no guarantee that it can, or will, be
replaced with a shielded cord.

Can anyone suggest a document (official or unofficial) which provides an
overview of the European standard-making bodies and how they are
inter-related; i.e., a road map to European certification, if it exists.

As several people have asked me what I found out regarding seismic testing 
here is a list of companies to talk to (i haven't spoke to all of them).

What I know know is that certain sites require an installation to be signed off 
by the local authority (building inspector, fire marshall, etc) for 
earthquakeness (my word) and or wind resistance.  Generally the contractor 
provides this authority with drawings, calculations, in accordance with 
the UBC (Uniform Building Code), there is a seismic section.  These drawings 
and calculations are signed by a Structural/Civil Engineer registered in CA.

The issues I'm am raising is exactly language, but language WITHIN the
specification. ie dated references to ENVs in the generic specification
[the issue !]

If I spell foreword or forward wrongly on TREG big deal, but the
standard committee have gone and put a dated reference to an ENV which does
not make any logically sense. 

The spoof was aimed at Complaints about typographically errors contained
in TREG emails which is not the real issue !

Andy did a nice spoof on my objections to the abuse of language.  It so
happens
that I am dead serious about the fact that a large portion of the so-called
approval problems stem from the abuse of language committed by well-willing
engineers
in standards and regulations, by and large written by industry.

They believe that those who insist the accurate use of language, don't
understand the issues, or are trying to avoid the issues.  No doubt that
may be true in some cases, but my general experience is that this is not
pedantery and that they understand the issues a bit too well.

However, as many now know quite well, I do not take myself too serious and
recommend that nobody in this racket become too self rightuous.  Let's stop
doing this, if it isn't fun any longer and remember, behind every clown's
face is a sad person at heart.

IEC 204 AC Supplies spec

Clause 4.3 (continues) to specify the usual general requirements
to be expected from the power delivered to the UUT by a power utility.  The
equipment is expected to operate under these conditions.  This means that
these disruptions will not interfere with the normal operation of the
machine in any manner which would result in malfunctioning of the machine
including where a failure can have serious economic consequences. 
Additionally, the equipment shall be designed to operate correctly under
full load as well as no load conditions when these AC supply interruptions
occur.  Further, the purchaser may specify changes or additions to the
requirements as laid out (e.g. whenever custom built equipment is
purchased).  

For series manufactured equipment (not custom built) the
manufacturer agrees to meet these conditions when they claim conformance to
204.  I usually recommend that they include the list of usual operating
conditions (from Annex B) in the manual to clearly delineate the operating
requirements for the power supplied (along with a lot of other normal
conditions).  

My experience is that most equipment will meet these requirements
and that equipment manufacturer's do not usually seek exceptions to the
requirements as listed in 204.  I guess that they do not want the hassle of
dealing with their customers in asking for a special AC supply when all of
the rest of the whole world works off of what is available.  I'm sure that
there are exceptions, and we'll hear from some of those folks here.  

As far as evaluator to these requirements, most electronic power
supplies available for testing (the type that provide for variable
frequency (usually ~50Hz to ~440Hz) and variable voltage (~90V to ~250V for
single phase equipment), etc. either have a built in capability to performs
such supply interruptions or allow for external signals to be supplied to
do so.  Common units are 3 phase input with a single phase or 3 phase
output up to 8 or 9kW.  

Most EMC labs have line generators with variable input conditions
which can also provide these conditions.

Sweden instituted these rules regarding VDT's (Visual Display Terminals)  

As I recall, it covers quite a bit of performance specifications but the
one of main interest is the magnetic field emanations, called emf.  

Back in the late 80's there was tremendous concern that people suddenly
sitting in front of terminals would be continuously exposed to excess
magnetic fields, etc.  

The bands of interest cover the vertical rates and the horizontal rates of
the VDT and measurement techniques and equipment is *very* well defined.  

It is my understanding that the limits of magnetic field are based upon an
epidemiological investigation which correlated cancer rates to field
exposures from power lines.  This study showed that when fields were less
than 

As I recall, the fields are limited to an rms value of 200 nanoTeslas in
the band 5Hz to 2KHz and 20 nanoTeslas in the band of 2KHz to 400KHz.
Several measurements are taken around the VDT at specified distances.  

I've a copy of MPR II if you absolutely need it.  But I'm sure the Sweden
can send you a copy directly.  

Also, Combinova (I think it is) makes the equipment capable of making
these measurements.
