Discrete components needle flame test

Hello Experts,

While performing the Bellcore (NEBS GR-63-CORE) Needle Flame Test on
electrolytic capacitors withstanding high temperature up to 105 deg.C, a
break of hermeticity  with subsequent release of hazardous substances may
occur.  Does anyone have had an experience in successfully passing the test?
Could you write up on this subject or give me a pointer to any application
notes addressing this issue.

If my memory serves me well, a similar question was posted about a month ago
or so and briefly discussed.

Electronic Equipment in Ambulance

  Hello everybody,

  Need some help on this very specialized equipment.

  I'm now working on the compliance of a mobile communications system
used in ambulance.  The system consists of:
 i) Base station:  2 PC, 1 GPS receiver, 1 radio transceiver and 1 antenna.
ii) Mobile unit: 1 display, 1 GPS receiver, 1 radio transceiver and 1
antenna.

  Here's the questions:
1) What directives apply to this system if we want to pass both CE and FCC,
knowing that it's specifically used in ambulance?
2) What should be the configuration setup for testing this system?  Should I
test the base station and mobile unit separately or at the same time?  (I'm
asking this question because testing them separately double the charge and
so it's advantageous to test them together, but knowing that they are doing
long-distance communications, such configuration doesn't make sense to me.)

 Any help will be greatly appreciated!

Careful -- for FCC emissions it's allowed only if correlation with an OATS
is achieved for a given product. For the next product, correlation may have
to be re-done.

For immunity to EN's, it isn't so clear. IEC 61000-4-3 is written as if any
type of TEM cell is NON compliant, but a draft annex is now being circulated
that would allow TEM cells, but ONLY if a TEM wave can be demonstrated
throughout the frequency range being used (3-axis measurement, undesired
vectors > 6 db down). 

For emissions to EN's, TEM cells are not allowed for compliance testing.

Your question regards "marking requirements".  For safety standards only,
you need only the CSA or C-UL mark with accompanying file number etc.

For EMC markings (not a IEC 60950 issue) you may use something like the
following:

CANADA ICES-003, CLASS B (English)
CANADA NMB-003, CLASSE B  (French)

Any manuals will need to be available in both English and French.

Could someone with a canadian version of the ITE 950 standard
indicate whether or not they are aware of any additions to the
marking requirements from that of the IEC 950 version. I have a
copy of the IEC standard but would like to avoid purchasing the
Canadian version, at least at this time.

The markings I had in mind, would be those that maybe required to
address both Canadian official languages.

Any help would be appreciated.

George,
ESRI is a privately held company that makes GIS (geographic information
systems, i.e. maps, satellite photos, etc) software.  go to
http://www.esri.com/index.html
for more details.  
They are the big dogs in the yard in this business.  I believe their
software is compatible with many graphical standards for output devices
(printers, plotter, etc).  Also there is a Open GIS Consortium  that is
actively developing open standards for that industry.  ESRI is a part of
that.

Like our marketing guys, I think they are just looking for another market to
sell output devices to.  The GIS market is very demanding of quality
reproduction in their output devices.

all of the requirements in the Bi-national CSS C22.2 no 950/ UL 1950
standard.  There are a number of National Deviations that need to be
considered along with the language issue (of which there are about a dozen
pages on markings and instructions).

Could someone with a canadian version of the ITE 950 standard 
indicate whether or not they are aware of any additions to the 
marking requirements from that of the IEC 950 version. I have a 
copy of the IEC standard but would like to avoid purchasing the 
Canadian version, at least at this time. 

The markings I had in mind, would be those that maybe required to 
address both Canadian official languages.

Any help would be appreciated.

We have the same situation with my company's products.  We use the nominal
line to neutral voltage even when no neutral is present.  Our experience has
been that the certifying agencies accept this.

Tool as a "first-shot" at identifying them.

IEC 950 Second edition A4, 1996, is available to me. You can read in
2.9.1 on page 105A in the second paragraph: "For all POWER SYSTEMS, the
mains supply voltage in tables 3, 4 and 5 is the phase-to-neutral
voltage."
To discuss your case where you do not supply the neutral to your
equipment, here are some explanations:
Since tables 3, 4 and 5 are concerned with Clearances, the mayor
contributor to the spacing requirements are the transients.
Investigations in old days have shown that the transients are roughly
the same on all 3 phases L1, L2 and L3 of a three-phase distribution
system. 
Transients are categorized into Overvoltage Categories in IEC 664-1
table 1. There are other hints given to IEC 364-4-443 and IEC 38. If you
follow all through this jungle you will end up with a simple equation: 
If you operate your equipment in Overvoltage Category II from a single
phase 230 V r.m.s. or from three phases 400 V r.m.s. supply system with
or without neutral connected to the equipment, you have to consider
transients of 2500 V. This is the determining value for your clearance.
Back to IEC 950 table 3 your insulation working voltage is up to 300 V
r.m.s. in the above mentioned example, and you have found the needed row
for the required clearances.

I have some questions regarding the GTEM cell. Here in our Institute we are
considering setting up some EMC measurement capability for precompliance
testing. The EUTs we are dealing with are not very large, probably not
larger than a desktop PC. Do you think that GTEM cell is a good choice ? Do
