The insulation type needed and conditions of use are described in IEC 60950
table 2G, probably basic (exceptions in 2.3.2)

For clearances, unless you know the voltages to be otherwise (e.g. proprietary
circuits), TNV2 (add in your SELV voltages) has a voltage up to 200Vp to earth
(M.3.1.2) and a transient rating of 800 V (2.10.3.3 note) so use table 2K (2H if
floating SELV), the row for 210 Vp and the column for  nominal <150 V.

For creepages, unless you know the voltages to be otherwise (e.g. proprietary
circuits), TNV2 (add in your SELV voltages) has a working voltage up to 120 Vdc
(2.10.4) so use table 2L, the row for 125 V.

If you plan to sell in Europe, throw all that out because you need to use the
values for supplementary insulation for mains voltages due to Norway and Sweden
(6.1.2.1 notes)

I don't know either I am assuming that they are just trying to
standardize the test "cell" if you will. You're right the field of interest
is inside the loop and the external lobs shouldn't be a problem whether or
not the fringe with a ground plane or not, even if they did I think the
ability would exist to increase the field strength for the EUT to
compensate.
I suppose there is something obviously wrong with my assumption but
that wouldn't be the first time.

Bob,

Good question! The ground plane is described in the EN 61000-4-8 standard, but 
not used in many EMC testing labs. People cannot figure out the difference if 
using it in real test. However, there must be a reason to use it when the 
standard was written.

Current editions of UL 1950/CSA 22.2 No. 950 (3rd Ed) and EN 60950 (2nd Ed
4th Amd) would require BASIC INSULATION (see 6.2.1.2) between TNV-2 & SELV.

I believe that a working voltage of 150VDC (Max TNV + some left over on SELV
side) and 200Vpk (ringing) is generally accepted as the working voltage
between TNV-2 & SELV.  At least this works for the labs I talk to. (UL is a
bit different here, as TNV limits are lower).  150VDC would determine
CREEPAGE DISTANCE, 200Vpk CLEARANCE:

Table 6:  (CREEPAGE, 150VDC, MG III) = 1.6mm - for the US this may be
reduced to 1.5mm as the TNV limits are lower.
Table 5:  (CLEARANCE, 200Vpk, PD 2) = 0.9mm (Mains supply < 150Vrms)

Seems to me that over surface it was 1.4 mm or 1.0 mm through air, but it
also seems to me that it was contingent upon whether or not the secondary
was grounded or not. How about TNV-2 to ground?
As always there is no room, no time and we need to spin the board.

Questions about setting up standard reference EM field

I am getting into a project to setup standard reference EM field from  18 GHz 
to 40 GHz. 
1.Could anyone tell me the difficulty and difference between that and below the 
18 GHz?
2.Is there any new method?
3.What special advice and instruments are needed?
4.Could anyone help me get the document? It is "Generating standard reference 
electromegnetic field in the NIST anechoic chamber:0.2-40GHz",NIST Technical 
Note 1335,March,1990.
