See "Handbook of Chemistry and Physics" under "Spark-Gap Voltages". There is a table for spark gap distance versus voltage and electrode shape. There are also corrections for temperature and pressure. The work was published by the American Institute of Electric Engineers. I do not know the original date of publication. I believe the AIEE and the Institute of Radio Engineers formed the Institute of Electrical and Electronics Engineers in 1965.
