I thought Japan - VCCI was for ITE equipment only? or am I wrong? I believe
that Japanese safety standards are JIS - #. Which number applies to radios
Tx/Rx I have no idea. hopefully someone else in the forum will know.

I guess this question has been addressed during the last year, but I have

Product: Radio transmitter/receiver (10-12GHZ)

We want access to the following markeds:
1. Europe (CE-marking, EMC,LVD,RTTE)
2. US (UL, FCC)
3. Canada (CSA)
4. Japan (VCCI)
5. Other places  (CB scheme)

Am I missing something regarding the above mentioned markeds and 
regulations ? 'Other places' could be anywhere, but CB might be good to have

anyway ?

Any suggestion of a web-site which covers the EMC and safety regulations in 
different countries ?

Andy,

I have never heard of the term certificate of incorporation.  However,
Article 4(2) and Annex IIB of the Machinery Directive (98/37/EC) reference a
document that has been referred to as a declaration of incorporation.
That might be what your vendor was referring to.  The wording in the
directive indicates that it is for machinery that is intended to be
incorporated into machinery or assembled with other machinery  I also
have an example of this document (from a UL Seminar on CE Marking) if you
want to take a look at it.  It states that this type of machinery is not
allowed to be put into operation until the end product machinery has been
properly evaluated.  Let me know if you want me to e-mail you a copy of
the example declaration or the applicable pages from the directive.

I have used Miteq or Mini-Circuits preamps with a custom box (Al project
box) and a 15Vdc regulator.  These had around 20dB of gain which was
sufficient at 3 or 1 meter for most frequencies between 1 - 18 GHz.  The
exact model that we used has been discontinued though and I am unsure if
a replacement has been designed.  I believe the cost for these preamps
was between $1k - $3k, so they were pretty cheap if you are handy enough
to build your own box to protect/power it.

Hi Andy,

A certificate of incorporation is what should be issued with a sub-assembly
that cannot operate on its own, and will be incorporated into a larger
machine once shipped into the EU.

See the machinery directive 98/37/EC, article 4, para 2, for the
requirement for an article of incorporation, and see annex II, section B
for the information to list on the article of incorporation.

In general, an article of incorporation is exactly like the DOC with these
exceptions:

1.  At the top, you list Article of Incorporation instead of Declaration
of Conformity :-)
2.  You do not have to list any directives or standards, as the item is not
required to comply with any AT THIS TIME.
3.  You must include the statement This machine must not be put into
service until such time as the machinery into which it is incorporated has
been declared in conformity with the provisions of the Machinery Directive
98/37/EC, or something very similar.

Note that an interesting point is that at the time of import, the equipment
does not have to comply with the machinery directive nor any technical
standards.  It must comply eventually, when the equipment is incorporated
and the larger assembly is declared to be in compliance.  The machine also
should not be CE marked under the machinery directive when this route is
used.

An second interesting aside is that while the machinery directive has
provision for a declaration of incorporation, the EMC directive and LVD
directives do not.  A purist would insist that while MD compliance can be
delayed, compliance with the others can not.  However, in practice, we
delay compliance with all three if needed until incorporation time.

Certificate of Incorporation usually is the piece or paper from the Secretary 
of State of the state your company is incorporated in as a business. I have had 
to provide this as evidence that the company is a real company when doing 
approval work but it certainly has nothing to do with and EU DofC and CE 
marking.

My guess is that it has to do with the Machinery Directive.  See Article 4,
paragraph 2 and point B of Annex II.  This deals with machinery ...that it
is intended to be incorporated into machinery or assembled with other

I have used Miteq octave band pre-amps, typically 1-2 GHz, 2-4 GHz, 4-8 GHz
 8-18 GHz. Trouble is, when you add up the cost of a whole set, you are
right in the neighborhood of an HP-8449B! At least with the Miteq's, you can
buy them one at a time, spreading the expenditure over time.

Pre-amps for EMC Use

Hi everyone

Can anyone help, I am trying to identify a per-amplifier low noise gain 29dB
to 36dB to cover frequency range 1GHz to 18GHz for Emission testing. I know
HP do a couple but usual problem expensive and I only have a limited budget.

Has anyone used a DBS Microwave amplifier type DBS-0119N410? Are they
suitable for emission testing?

Any help would be gratefully received.

Geoff has provided a succinct answer to the question you posed.  I just want 
to add that you will also have to test for immunity per EN 55024 if you plan 
to CE mark your product.  This standard includes about seven different 
immunity tests (static discharge, lightning, etc.).

Of the tests included in EN 55024, perhaps the most difficult is the 
conducted immunity test.  For this test, common mode RF signals of 3 VRMS, 
150 KHz to 80 MHz, are applied to the phone line.  The RF carrier is 80% AM 
modulated at 1 KHz to simulate an AM radio station.  Limits are placed on the 
amount of demodulated 1 KHz that appears on the phone line and in the handset.

My experience with this new test suggests that most conventional telephone 
designs will have difficulty passing.  You may need to add some special 
filtering in strategic locations order to pass.

The report is Investigation into possible effects resulting from dithered
clock oscillators on EMC measurements and interference to radio transmission
systems By David Lauder and James Moritz of the Univ. of Hertfordshire
Regional Electronics Centre, dated 18 March 2000. It was prepared for the UK
Radiocommunications Agency.

Although I am looking at a paper copy, I am pretty sure that I originally
downloaded it from the UK RA website, http://www.radio.gov.uk

The report expresses concern about the effects of DCOs on digital TV and
COFDM transmissions.

No, if the equipment was placed on the market prior to 2001 and was
compliant with the requirements in place at that time. Refurbished equipment
may be resold forever based upon the CE requirements at the time is was
placed on the market.

EN55022:1998 section 9.5 indicates that measurements must
be made on telecommunication ports, and covers, in great detail
how this should be done. Section 8.2 starts with The operational
conditions of the EUT shall be determined by the manufacturer
according to the typical use of the EUT with respect to the
expected highest level of emission. So, you should check
both at standby and active for the highest levels.

Other CISPR 22 related specifications may differ, but you will
need to test for countries using the EN specs.

Thanks for the comment.
We intend to keep the information at its present site until a more permanent
site is available.
This new site will be provided by the emc-pstc folks.  It is not in operation
yet but stay tuned as I'm sure they will announce it when it does happen.
