Article 296 of the Treaty of Rome exempts certain weapons from other
community laws.  As for "Products specially or exclusively intended for
military or police purposes" this has been discussed, for instance, with
respect to the revised LVD.  
 
There are a number of practical problems that come with such exclusions:
 
1) Certain types of military equipment (such as night sights, radios, etc)
that was originally sold for solely for military purposes can find its way
into civilian hands once it hits the 'army surplus' market. This may not be
a concern for the original equipment manufacturer, but it may be of concern
to enforcement authorities and other government bodies.
 
2) Both the military and the police also have civilian operatives that are
covered by 'normal' Health and Safety at Work provisions.  In such cases it
is questionable whether you would meet the "exclusively intended " criteria.
 
3) Manufacturers may, at the time of product introduction or some time
later, wish to dilute the "exclusivity" by selling to security firms, other
emergency services, etc.  In this case it would be necessary to double-check
if the original exemptions continued to apply.

I trust the above info. is of use none the less.  However, there are no
doubt people on this list who may be able to answer your question more

Thanks to the responses so far. But, I already have access to the UL, CSA, VDE
and TUV NA and TUV PS
databases as I alluded to in my original post.

I was looking for any other safety agency web-based databases (e.g., NEMKO,
SEMKO, BSI, FIMKO, SEV,
BSI, SII, BIS, etc). Does anyone know of any?

Charge level of rechargeable batteries

In the past, the rechargeable batteries accompanying with product must
not be charged before leaving manufactory for certain safety
regulation.  Recently, I notice that the accompanying rechargeable
batteries are charged to certain level.  At least, it can be used to
check the product before they pay for the product.  Can someone tell
the safety requirements about this and any changes recently.

Well, I'm afraid you are wrong in respect of dimmers, as you would know
if you had read clause G.2.2.4 of EN 55103-1. The OP's 'dimmer/control
equipment' suggested to me that the control was integrated in the dimmer
rack, in which case EN 55015 applies to the whole box.
