France Decree - Public Health Code on personal stereo equipment

Hi Folks,

Has anyone heard about the France Decree - Article L. 5232-1 of the Public
Health Code on personal stereo equipment?
It's going to limit SPL (Sound Pressure Level) from personal stereo equipment
to 100 dB.
If this decree has been enacted, then the enforced date will be from 1 May
2006.

I am not sure if this France Decree is still a proposed draft or has been
officially published and enacted?

P.S. Personal Stereo Equipment such as portable apparatus that constitutes
allowing the sound reproduction or the radiophonic reception, or both, by
means of a headphone or earphones diffusing the sound with the ears of the
user and that this one can use while moving.  This may include but not limit
to musical Walkmans, MP3 players, PDAs, and Mobile Phones, etc.

RE: Humidity and Radiated Emissions Tests

The biggest effect I've seen was due to the fire retardant in the old cones
absorbing moisture and subsequent dielectric changes.  We had to put in a
humidity controller to keep the chamber and cones at the same RH all the time
to get consistant measurements.

emissions testing [as long as there is no condensation on the EUT]?

Northeast Product Safety Society Meeting next Wednesday, January 25th

There will be a Northeast Product Safety Society meeting next Wednesday,
January 25th, at EMC Corporation's Conference Room 1-2 (Building A, 1st
floor) at 228 South Street in Hopkinton, MA.  A social hour with light
refreshments will begin at 7:00 PM and the technical meeting will start
at 7:30 PM.  David Seabury, Senior Project Manager for ETS-Lindgren,
will present this month’s topic concerning RF exposure standards under
FCC OET65 and OSHA Maximum Permissible Exposure (MPE) limits.  If you
will be in the area, please feel free to join us as advanced notice or
membership in NPSS or IEEE PSES is not required.

Mr. Seabury joined ETS-Lindgren in 2003 as a Senior Business Development
Manager with primary focus on SAR and RF Health and Safety products.  He
is currently a member of SCC34 SC2 and is on the US TAG to IEC TC106 WG4
(IEEE STD 1528 and IEC 62209), and the CTIA Audio WG on HAC testing
procedures.  David recently took over as Senior Product Manager for EME
Measurement Devices for ETS-Lindgren.  Mr. Seabury was formerly with RFL
Industries for 19 years as a designer and manufacturer of
instrumentation and communication products and systems and became
President of RFL Industries in 1984.  In 1990, he formed the IBEX Group,
a supplier and integrator of anechoic chambers and EMC test systems
which built the first all ferrite 3m Chamber in the US to be filed with
the FCC.  He also formed Chase Systems (CSI), which was the North
American distributor for WG RF Safety Products.  CSI provided survey
meters and personal protection equipment for the then newly enacted FCC
requirements and added SAR Assessment Systems in 1991

Mr. Seabury’s presentation will take a quick look at the background of
radio frequency (RF) exposure standards leading up to the FCC enactment
of current requirements generally contained under OET65.  The OSHA
relationship for Maximum Permissible Exposure (MPE) limits will be
explained along with its implication to non-license holders.  The
overall MPE FCC requirements will be summarized and typical equipment
requirements will be presented.  The talk will include a brief mention
of the new IEC base station standards work, the FCC OET65 Supplement C
01-01 for SAR and the broadened scope of FCC review including new
technologies and products.  Implications will be explored of the new
IEEE STD 1528:2003, the harmonized IEC 62209 and the future work of
62209 Part II, and how they will impact the FCC requirements.  The talk
will conclude with a brief overview of typical SAR equipment and
procedures.

If you or anyone you know would like to give a product safety technical
presentation, please contact Paul Smith, our meeting scheduler, by email
at pauljsmi...@cs.com.  A technical presentation should be 45 to 60
minutes in duration and be related to product safety.  Although the
presentation may reference your company and it’s services, the
presentation must not be simply company advertising.  We would also
appreciate any slides or handout materials be made available for posting
on the NPSS web site.  Releasing presentation materials for posting is
desired but not a requirement to make a presentation.
