When making a HW change, the product top level revision number is stepping up. So, when a SW revision is introduced, how to avoid top level revision to be changed? [PSES] Lithium Button Cell Transporation in China
Does anyone know what requirements apply to the transportation by air in China of lithium button cells installed in equipment ? I have one Chinese regulation à “Administrative Provisions on Transport of Dangerous Goods by the Civil Aviation of China” (“中国民用航空危险品运输管理规定”), which defines dangerous goods as “articles or substances which possess danger to the health, safety, property or environment, specified in the listing of dangerous goods of the Technical Instructions, and classified pursuant to the Technical Instructions. Technical Instructions refers to the current Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc9284-AN/905) promulgated by the International Civil Aviation Organization, including the supplements and any appendix thereto approved and published by decision of the Council of the International Civil Aviation Organization.” According to the 2011 version of ICAO Doc 9284-AN/905 button cell batteries in equipment (including on circuit boards) are excluded from the general lithium battery transportation requirements in the document. Particularly Packing Instruction 967 and 970. Which seems to imply they are out of scope also of the Chinese regulation. However, there is also the Chinese standard MH/T 1020-2009, “Standard for transport of 1ithium batteries by air” (组电池航空运输规范) which does not acknowledge any button cell exclusions. Any ideas? If in scope, the requirement would be for the button cell to be certified to UN38.3. Is it even possible to buy a button cell these days that does not meet this standard? The requirement to duplicate version numbers for hardware to software releases is an internal corporate decision, where the only relevance for compliance is that the character string used for the version number be identifiable and unique. Over the years MS, Apple, Cisco, etc have published software version numbering papers and some have even published internal corporate standards, but am not aware of any formal international standard. That is, code version numbering is whatever your company wants to do and how your internal libraries support parsing of version strings. I am not aware of regulatory requirement that HW and SW numbers must be somehow synchronized, even for functional safety. However, whatever numbering scheme you choose must be traceable to the model and shipped serial number. This is becoming even more important a companies start using more of this for functionality that presents a risk of hazard. It is especially important when dealing with networked equipment and homeland security or NERC CIP. My recommendation is to treat FW/SW revisions on your BOMs in exactly the same way you handle HW revisions. If you revise the part number, you do not necessarily roll a revision change all the way up to the top level model number. The exception may be if your software is somehow part of the factory configurable features. Then your people in the service department or configuration control may require this. In short this is mainly an internal matter for the company to sort out. [PSES] Labelling of Li-Ion batteries used in phones/tablets
All AIUI, rechargeable Lithium Ion/Polymer batteries used in phones/tablets etc. need to comply with EN60950-1 and EN62133 for safety and IATA Transport Regulations. 60950-1 does not really impose any labelling requirements on batteries. IATA regs don't seem to include any requirement for date code/serial number 62133 states that Cells shall be marked as specified in the following applicable cell standards: IEC 60285, IEC 61436, IEC 61440, IEC 61951-1, IEC 61951-2 or IEC 91960. The Cells within the battery are date coded, but do any of the above documents (or other documents / directives) require small (1.5 Ah) batteries to be marked externally with either serial number or date code for traceability purposes?
