Dear Group,

the standard prEN ISO 13407 is dealing with "human-centred design processes
for
interactive systems".
More:
"The document provides guidance on
human-centred design activities throughout the
life cycle of computer-based interactive
systems. It is aimed at those managing design
processes and provides guidance on sources
of information and standards relevant to the
human-centred approach. It is concerned with
both hardware and software components of
interactive systems. It addresses the planning
and management of human-centred design. It
does not address all aspects of project
management."

Now, who can tell something about the actual or possible future importance
of this standard ?
Is there someone "out there" who is planning to check conformity to this
standard ?

Flight restrictions

Dear Group,

as you probably are aware of, there is a decree recently in force in
Germany which forbid the use of specified IT-equipment (such as mobile
phones, notebooks with CD-ROM or video cameras) on board of a plane during
flight.
Nevertheless it is still possible for airlines to ask for an exceptional
permission, but they must verify their application with test reports.
I like to know, if in other countries similar restrictions are existing or
being planned.
Please let me know.

Declaration of Conformity

The declaration of conformity provided for in Article 1O of the Directive
is important both for
assessment of the conformity of the apparatus and for the procedure for
monitoring the market.

The declaration of conformity is drawn up by the manufacturer or by the
manufacturer's authorized
representative established within the Community.

Where neither the manufacturer nor his authorized representative is
established within the
Community the obligation to keep available the CE declaration of conformity
 shall be of the
responsibility of the person who places the apparatus on the Community
market.

A copy of the declaration of conformity is kept at the disposal of the
competent authority for
inspection purposes under the same conditions as the technical file.

Paragraph 1 of Annex 1 of the Directive describes the content of the
declaration of conformity,
which must include the following:

 description of the apparatus to which it refers,
 reference to the specifications (1), under which conformity is
declared and, where
 appropriate, to the internal measures implemented to ensure the
conformity of the apparatus
 with the provisions of the Directive,
 identification of the signatory empowered to bind the manufacturer or
his authorized
 representative,
 where appropriate, reference to the EC type-examination certificate
issued by a notified
 body.

The declaration of conformity must be written in one of the official
languages of the Community.

If there is a portable IT product which bottom surface can become hot
(around 49°C) during use, would you recommend to put a warning label onto
the product or would you consider a warning in the operator's manual as
sufficient ?

Hello Robert,

this is a good question.

I remember to have asked several test laboratories in Germany regarding
this matter.
The product I asked about was a mobile GPS-System with a notebook as
control unit.
This means not a mounted and fixed system but a mobile system which you can
easily install and remove in a vehicle.
This product is touching the border area between the EMC-Directive and the
Automotive-Directive.
Usually, equipment which is installed in a vehicle have to obtain the
e-Mark but there are also exceptions for some products, like car audio
systems until the year 2001. Equipment which is connected via a car power
socket (e.g. cigarett lighter socket) is touching now the "border line":
Usually equipment, which is connected directly and permanently to the
vehicle systems have to obtain the e-mark, because this equipment can have
an "influence on the vehicle environment" at least via the cable
connection. Using this definition, all parts which have a direct connection
to the vehicle systems must obtain the e-mark. This would result in case of
a notebook using an DC/AC power transformer (12V>230V) in the fact that the
DC/AC power transformer have to obtain the e-mark but the notebook not.
>From my point of view you have to view the problem from another side: From
the product liability side.
Please consider the following:
Vehicle manufacturers have restrictions and specifications regarding any
accessory or optional product which is designated to be used in (their)
vehicle. This specifications are much harder than the requirements of any
directive, because vehicle manufacturers check not only EMC and electrical
safety but also stability as well as safe installation issues (e.g. well
fixing and a design which can cause no injury in case of an accident).
Of course you can ignore these specifications, but please be aware that in
case of accidents and injuries at least insurance companies may came back
to you with demands.
Please check the operating instructions of your own car. You may find some
sentences about restrictions to use any accesssories not distributed by the
related car manufacturer.

Dear compliance colleagues,

thank you for your comments which I have received until now.
The problem is the appliance of the e-mark directive on products which are
not intended to be fitted (permanently installed) into a car, like a laptop
computer or handy. This seems to be once more a "grey area" which is not
clearly defined by the people creating those directives.
Have anyone of you seen comments listed up in the operating instructions of
a vehicle which do not allow to operate electronic products in the car
environment without observing e-mark or other specified requirements  ??

Label on IT-products

Dear compliance colleagues,

Is there any regulation which requires more information on a label on
IT-products (e.g. copiers or PC) than the rating values ? Usually the name
of the manufacturer, the country of origin, the model type, the
serial-number or approval marks could be found additional on the label, but
is there any regulation which requires more information on a "rating label"
than the rating values (mains voltage, frequency, current consumption) ?

Same question for carton boxes: Do you know any written requirement which
makes it necessary to print for example the manufacturer's name or address
on the carton box ? Is any information printed on the carton box
voluntarily and could be decided by the manufacturer based on marketing
reasons ? Even the CE-mark must not be printed on the carton box itself so
far I know.
Please give me your comments.

CE and/or e-mark for products operated in vehicles

Dear compliance colleagues,

I like to hear you opinion about the question, which directive a product
should observe which can be operated in a vehicle (e.g. car), but also in
other environments. For products which are designed to be operated
exclusively in vehicles like car audio equipment or car power supplies it
seems to be clear that this euipment falls under the EC-Directive 95/54 and
must carry the e-mark. Products which can be used in different
environments, e.g. a laptop computer equipped with GPS-system, have to
carry therefore the CE-mark and the e-mark and must comply to both
directives (95/54 and 89/336) ?? Please give me your comment.

Dear All,



the process to import production machines into the EU seems clear, but have
  you considered the problem of samples, too ?

Usually, samples are used for evaluation purposes and  cannot often be
  marked with CE because the CE compliance tests

should be done at least with the final version. Therefore, no
  CE-Declaration can be issued and the customs may stop

 these samples at the border (we experienced the same problems with the
  French customs).

How do you handle sample shimpments into the EU ?

I like to hear your opinion regarding following questions:

1) PCMCIA-cards

*Have someone ever heard about safety problems (e.g. heat) caused by 
PCMCIA-cards?
*Have someone a good idea how to prepare a warning in the operator's manual 
that the manufacturer of the notebook could not guarantee safety aspects for 
the PCMCIA-cards manufactured from other companies which are used with his  
notebook ?
*Do someone know, if the manufacturers of PCMCIA-cards perform tests with 
different notebooks regarding safety aspects ?
*Do test facilities which are going to perform tests according to 
IEC950/EN60950 perform safety tests with cards in all slots of the notebook ? 

2) IEC950/EN60950 for notebooks

I like to hear your opinion if battery powered notebooks (<30V) with external 
ac-adapters should also be tested according to IEC950/EN60950 or only the 
ac-adapter itself.
