[PSES] Transmission licences for EMC Test chambers in UK [General Use]

One of our EMC test chambers has had to apply for a Non-Operational 
Transmission licence (now issued), from Ofcom here in the UK, despite arguments 
that any emissions were mitigated by the 100dB screening (or more), provided by 
the chamber. Ofcom are also apparently insisting on licences for test equipment 
driving into dummy loads.

Anyone had a similar experience?

[PSES] Safer: 50/60 Hz or 400 Hz?

I'm reviewing a safety case report for a military system and it has the 
following statement for electrocution hazard:

Assumes 115V 60Hz supply as this will kill, 400Hz supplies would just cause 
shock rather than electrocution.

I've Googled this with no definitive results justifying this statement.

Can anyone support or refute this?

[PSES] FCC for military equipment?

We are struggling to determine whether a Trigger Trainer Demonstrator System 
for the US is required to be FCC approved.  Given that the requested frequency 
for the units is in the ISM band in ITU Region 2, can we claim that the 
equipment is out-of-scope for FCC Regulations as it is deemed to be military 
equipment?  Or, are we required to achieve FCC approval for the equipment as it 
can only be considered as military equipment in military frequency bands?

Thanks for your reply. 
The safety of our product and the lengths we go to ensure that safety, is
not the issue here. The question I am seeking clarification on is purely
whether we should be CE marking the IA or not. It revolves round the status
of the IA as a component of a larger ATE, that is as you say, a very
expensive paperweight when not assembled to the ATE. The issue of it being
'military' equipment is muddied by the fact that very often we are a
sub-contractor in the chain of supply.

I can only answer with my own opinion which will probably be both backed up
and refuted by others who may respond.
First of all, military equipment does not have to be CE marked, unless that
has been changed very recently.  However if the equipment has to go to
Germany, they apparently insist that electronic military equipment be CE
marked.

>From your description it would appear that, to your customer at least, your
IA is the part of the ATE that they will access most.
Although you are not responsible for the safe design of the ATE, unless you
are selling it to the customer, (then you share responsibility with the
manufacturer) you are responsible for your IA.

You must therefore ensure that it is safe for your customers to use.
Supplies passing through your IA from the ATE to the customers equipment
must be handled in an acceptably safe manner.  Since you are familiar with
EN 61010 you will be aware of the potential hazards you should protect
against.  From discussions with individuals from within your organisation I
know that your company can be very thorough in their risk assessment, so
identifying those risk probably won't be a problem to you either.

As you will be aware, a recent string in this group has been discussing when
to CE mark and when not.  I will dare to suggest that since without the ATE
your IA is an expensive paperweight, you need not CE mark it.  However, this
does not release you from your obligations to ensure it is safe for your
customers to use.

I hope this has helped.  Undoubtedly confusion will still reign when others
tell you that they agree with me, while other will suggest that I should
find another profession.

heavily dependant on the parent ATE (for which we are not the design
authority), due to the use of safety features in the ATE (i.e. interlocks
etc.)

Historically, we have not CE marked these IAs. Are we correct?

RE: circular connectors for power & meeting EU regs

I should have expanded a little - I am looking for any military style,
metal-shelled connectors, along the line of the Mil-C-38999. The IEC 60309
connectors are to big and 'clunky' for use on the front panel of rack mount
test equipment.

See IEC/EN 60309-1 and -2. Not 'grounded shell': these have all-
insulating bodies.

Guide for service technicians working on live equipment

Does anybody have, or know the location of, a simple introductory how-to
guide for service technicians working on live (230V) equipment (e.g. test &
measurement, RF sources, monitors etc.). I'm thinking of the practical
precautions and procedures.

IEC 60900, IEC 61472, IEC 61477, IEC 6 give some guidance, but they are
mainly aimed at the power distribution industry.
