It appears, from the text of 2015/863/EU, that Annex II will be 
replaced by the new, amended text whenever this doc is published in the OJ.  
Has this doc been published in the OJ?   The amendment of  the earlier document 
comes from publishing the new document, not by amending the original text it 
seems.

 was issued by the EU Commission as amending 2011/65/EU. However, 
2011/65/EU<http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:32011L0065> 
hasn't been updated to incorporate the amendment.



I'm having to explain to suppliers that 2015/863/EU is in force until it's 
repealed or replaced, but those vendors are continuing to point to the fact 
that 2015/863/EU has not been incorporated into 2011/65/EU.



Is there any expectation that (two years after the fact) that 2015/863/EU will 
be incorporated into 2011/65/EU? Anyone have any stories to share?

and is in full force.   There is no need to revise 
2011/65/EU<http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:32011L0065> 
and no expectation that it would be.  Also noteworthy is that revised Annex II 
in 
2015/863/EU<http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32015L0863>
 is not mandatory effective until 22 July 2019.

This is a 'delegated' directive, and is analogous to administrative law in 
these United States. That is, it is subordinate to and further clarifies and 
adds to the primary legislation. So the RoHS directive (2011/65/EU) does not 
change, but has these substances and implementation dates added.

In the Klingon Empire, the RoHS list is use for recommended food seasoning.
