A small observation

The new LVD and the new EMCD entered into force on 18/04/2014 and will be 
applicable as of 20/04/2016.
The new LVD will replace the existing LVD (Directive 2006/95/EC) and the new 
EMCD will replace the existing EMCD (Directive 2004/108/EC) as of 20/4/2016.

The new LVD/EMCD applies to products placed on the market (in simple terms, 
products that have left the factory in the EU or cleared customs, duty paid 
from outside of the EU) on or after 20 April 2016 (not before).

Our test lab send along this note reflecting a change in their policy:

In many cases, the Turks are trying to "stick to the letter of the law" and 
will not let in anything for which not all the "I's" are dotted and "t's" 
crossed.
I have come across reports both with and without the Directive.
Sometimes the Directive when listed, appears in a list of applicable documents 
but not in a list of standards for testing.

As others have said, I do not think the Directive needs to be listed in the 
test reports.   You test to standards and the manufacturer deals with the 
Directive.

Probably, the person saw the incorrect Directive reference and flagged it up.   
If there had not been any reference to any Directive, it might not have become 
an issue or even been noticed.

My belief is that the EMC Directive needs to noted on the product Declaration 
of Conformity, and not in the EMC test report. Is this correct?
A EU Customs official stop a shipment because the EMC Directive noted in the 
EMC test report was out-of-date. I would like to remove EMC Directive dated 
notations from future reports.

These things can be documented in very well-hidden places. A test report 
doesn't test to a Directive (except Machinery and Automotive, perhaps), 
but to standards. So one might expect that a Directive should NOT be 
mentioned in a test report. But that's logical, and we know that EU 
regulations are rarely logical.

Whilst not an EU countries issue, some non-EU countries which require CE
marking (notably Turkey!) may require the Technical Files (which would
probably include the lab reports) to be presented to the Customs or other
regulatory body at the time of product entry if there is any doubt as to the
accuracy of the DoC.

I would expect only to see the applicable standards listed in the lab test
report that they tested to.  I don't see directives listed in my lab test
reports.  The DoC should identify the applicable directives and the
standards used to support compliance with the directives. An EU Customs
official wouldn't normally be looking at your test reports unless there is a
formal request for the technical file.   The lab test reports shouldn't
accompany the product shipment/paper work.

I agree with Dave here, but I will say that Turkey sometimes will demand a copy 
of a EMC report and they will note discrepancies like this.  That has been an 
issue that I have faced within the last year.  Since Turkey is not a member 
state of the EU they don’t follow the same EU procedures all the time.  They 
claim they want ‘CE’ declarations and if they don’t like something they will 
look at reports and then they see things like this and start to dig.  It has 
caused us to step back and simplify some of our documentation to try and curb 
these types of quests.

I would expect only to see the applicable standards listed in the lab test 
report that they tested to.  I don’t see directives listed in my lab test 
reports.  The DoC should identify the applicable directives and the standards 
used to support compliance with the directives. An EU Customs official 
wouldn’t normally be looking at your test reports unless there is a formal 
request for the technical file.   The lab test reports shouldn’t accompany the 
product shipment/paper work.
