[PSES] Test lab will not test devices with LiPo batteries

I was in touch with a test lab lately regarding environmental testing (shock, 
temp cycling, etc.) a device with internal LiPo batteries.

They were very concern about testing such device, because if could cause fire, 
explode, etc.  during test. They did not want to test devices which contained 
LiPo.

 

Have you experienced the same attitude from your labs?

Wireless compliance testing is not really my specialty, so putting this out

I have a client that manufactures a data recorder (basically, a
non-intensional radiator), but with an FCC-approved cellular modem from
Sierra. I believe there¹s an option to connect Wi-Fi, but that¹s not enabled
on the current model. The product is designed to plug into the under-dash
I/O connector on automobiles for engineering analysis purposes.

For U.S. sales: I know FCC has an exemption for T&M products (47 CFR
15.103(a)). Besides CTIA testing for TIP and TIS, what other compliance
testing might be required?

For EU sales: The product would fall under IEC/EN 61326 for general EMC.
What wireless/cellular compliance testing might be required in addition?
ETSI compliance, etc.?

Greetings,

Would any list member have a comment on a test requirement for Grille Cloth in 
UL/IEC/EN 62368-1 ?
My word search finds no mention of "Grille Cloth"

In the past UL 60065 wanted a tablet test performed on cloth.
"Grille covering material, cloth, and reticulated foam"

The part is to be supported so that its thinnest outside solid surface is in a 
horizontal position. A tablet comprised of
hexamethylene-tetramine (C6H12N4) having a burning time of at least 100 s, is 
to be placed on the thinnest section of the part.
The tablet is then to be ignited with a match applied to the top of the tablet. 
The tablet is to be permitted to burn until it is
completely consumed or until it burns through the part and falls to the surface 
below. The test is concluded when the part
ceases to flame or glow. When all burning and glowing ceases, the part shall 
not have burned further than 5 cm from the center
of the tablet.

[PSES] Test Standards Copyright

When we develop a new test report in the CB Format for a test standard, we
usually summarize with test requirements for each clause to reduce the size
of the overall report.

Can the Test Report be a Word-for-Word copy of the test standard, so does
it have to be different to avoid copyright issues?

Grace,
Here is my opinion.  Base your decision on the primary function of the device.  
For emissions, assuming it is an appliance, I'd suggest EN 55014-1 along with 
EN 61000-3-2 & -3.  For immunity, apply EN 55014-2.  It is not a lighting 
device, and even if it was, application of EN 55105 in addition to EN 55014-1 
would be excessive.  Testing to EN 55014 with a statement in the test report 
that the lighting device was in operation during the testing and EMC compliance 
was taken into account would be sufficient.  Of course devices with no 
timing/clock/processor frequencies in the frequency range of 9 kHz to 400 GHz 
are not within the scope of EN 55014-1.

Oops I’m sorry. I should have said “infrared devices for personal care fall 
under a different standard”. IR/UV devices whose primary purpose is 
illumination fall under 55015 still.
14-2 is the immunity standard while 14-1 is an emissions standard.
Here’s a good information resource:

When I look at that the scopes seem like they may be slightly different. I’m 
guessing this is classified as a household appliance, however, and therefore it 
falls under both. I may be wrong, but it seems to be the best fit.

purposes, as well as electric toys and electric tools, with rated voltage being 
not more than 250 V (single phase) or 480 V (multi phase) including:
- Electrical Household equipment and Portable Tools;
- Agricultural equipment such as electric fences, milking machines, etc:
- Electric toys such as toys running on tracks, etc;
- Electronic regulating controls; - "Single components”, such as heating 
thermostats, etc;
- Microwave ovens for domestic use and catering;
- RF cooking hobs and ovens and induction cooking appliances;
- UV & IR radiators for personal care.”

That last one seems to be about right.

Maybe somebody with more expertise can correct me?

[PSES] Test instruments for automotive component

I want to buy test instruments for EMC of automotive component. The test 
standards includ ISO 7637-2/3 and ISO 16750-2. I know EM Test and TESEQ have 
such instruments. But the price is pretty higher. Does anyone recommend other

I think test reports should describe the system actually tested.

For EMC Directive, if you are sure that system incorporating
other hard disk also comply with the Directive, I think you can
justify that through assessments and describe it in the technical
documentation.

As hard disk manufacturers  -like all PC part manufacturers- cannot test
a HDD as  a stand-alone device, they are tested in a representative
configuration, and will comply as such.  That is not your configuration.
You have no guarantee that the final HDD will be below limits in your
configuration. It may have been tested with a 5 cm SATA cable and in
high performance enclosure.

The only benefit to customers of a certified HD  is that it IS possible
to apply them below limits.

I would suggest your customer to carry out  RE test on any future
configuration in  their own representative configuration.

If that test will give enough safety margin, than that could be used as
a test report reference.

I don't think you can have hard disks 'certified' like that for OEM 
parts. I suppose those sold retail could have a DoC, but they are really 
components and are included in the testing of the complete product.

boxes’ or even the fact that a manufacturer should know his product and what it 
takes to get it in the market. The original discussion was that labs which are 
supposed to know what they are doing, because they have a standards listed on 
their scope of accreditation, may not actually know what they are doing.  It 
does not deal with off the wall testing specific to a particular manufacturer, 
it deals with common everyday expertise.
Any lab can test anything or anyway they want, but if they are saying the 
testing is to a specific standard and is in accordance with their scope, then 
they need to make sure it is.  If it is not, then the accreditations generally 
only say (paraphrased) ‘if you didn’t test it correctly to the std on the 
scope, then don’t say you did.  If you did test it according to your scope, 
then the results should clearly show you did.’

Expecting customers to be Compliance Test experts would be nice, but a little 
like expecting people to have to be auto mechanics to be able to take their 
cars to the repair shop. But like auto repair shops, EMC and Safety test labs 
are all in it for the money. They have payroll to meet just like any business 
and they are not likely to turn away work because it is something they are not 
100% sure they know how to properly test until the customer arrives with it. 
And in those cases I’m sure they do the best they can.

We also expect test labs to be experts in hundreds of standards and how they 
apply to an infinite number of products, configurations, and supporting 
equipment; many of which they may know absolutely nothing about how it even 
works.  Such expectations are unrealistic.

I once tested a metal box with something moving inside. “Top Secret” according 
to the customer. Did we test it correctly? How would I know? We did what the 
customer wanted.

Yup, errors and mistakes are going to happen. That is part of life. Though I am 
not a fan of accreditation, one cannot expect anything more than an attempt to 
minimize the errors. I don’t think a stack of procedures in a file or book in 
the manager’s office is very affective at eliminating error, but it is better 
than nothing. And as test labs become more competitive, a long list of 
accreditations is like money in the bank.

Personally, I like the “Accountability Method” or as mentioned early the 
“looking over the shoulder” method. This is where the test setup and testing is 
overseen by a second person in the lab who can most often see problems the main 
tester cannot see right in front of his face. It is l

like expecting people to have to be auto mechanics to be able to take their 
cars to the repair shop. But like auto repair shops, EMC and Safety test labs 
are all in it for the money. They have payroll to meet just like any business 
and they are not likely to turn away work because it is something they are not 
100% sure they know how to properly test until the customer arrives with it. 
And in those cases I’m sure they do the best they can.

 

We also expect test labs to be experts in hundreds of standards and how they 
apply to an infinite number of products, configurations, and supporting 
equipment; many of which they may know absolutely nothing about how it even 
works.  Such expectations are unrealistic. 

 

I once tested a metal box with something moving inside. “Top Secret” according 
to the customer. Did we test it correctly? How would I know? We did what the 
customer wanted.  

 

Yup, errors and mistakes are going to happen. That is part of life. Though I am 
not a fan of accreditation, one cannot expect anything more than an attempt to 
minimize the errors. I don’t think a stack of procedures in a file or book in 
the manager’s office is very affective at eliminating error, but it is better 
than nothing. And as test labs become more competitive, a long list of 
accreditations is like money in the bank.  

 

Personally, I like the “Accountability Method” or as mentioned early the 
“looking over the shoulder” method. This is where the test setup and testing is 
overseen by a second person in the lab who can most often see problems the main 
tester cannot see right in front of his face. It is like having someone proof 
read your memos (I cannot believe I make so many typos).  

 

Many of our customers hire Consultants to babysit or oversee their EMC testing. 
Some of them drill me all day long about how we do things. It can be 
exhausting. But, I prefer such customers over those who come in and don’t know 
anything about anything.

Doug, I love your posts and your education videos. My greatest fear running a 
test lab is that we are doing something wrong. When someone like you who I 
greatly respect says that many labs are making common errors, it really freaks 
me out. I must know more because I’m afraid maybe we are making the same 
errors. I hope not, but as you know, it does happen. Anyone with similar 
discoveries, please pass it on so we can avoid such sleepless nights. ☺

The one thing that really grinds my gears is when I hear people say that the 
test results from non-accredited labs are no good or not as accurate because 
they are not accredited. I know this just shows their ignorance but I’m sure 
some accredited test lab told them that, so they believe it to be true. Most 
small labs don’t require accreditation to do a good job. I would back our 
testing and results against any other lab. And I know several other small labs 
that do a great job as well. Now don’t get me wrong; I have nothing against 
accredited labs. In fact, I believe labs large enough to support the financial 
and manpower burden should probably be accredited. My gripe is only with those 
who unjustly bad mouth us small labs.  We are all looking to have a foot hold 
over our competition, but we would never bad mouth another test lab.  Lets hang 
our hats on our testing ability, customer service, and test results.

This is an organizational flaw similar to relying on ISO 9000 
certification;  unless day to day operations are monitored by staff, and 
performance is periodically audited by subject matter experts from the 
certifying agency, it is only an exercise in paperwork.


Consider that EMC standards now require automated tests; this makes it 
possible to hire people to run the tests by rote and to lay off the 
expensive  engineers and techs who did know what had to happen ad what 
to look out for.   Even they made mistakes, but at least they could 
watch out for each other; a lab might now offer physically unachievable 
testing (HIRF might be a good example) and some customer will sign off 
on it.

I thought that the whole purpose of accreditation was to provide protection
to the customer who is not an EMC expert and who cannot personally evaluate
the quality of the EMC test services. Some 3rd party would police the test
labs, and, to the extent that you trusted this 3rd party, you could trust
the quality of accredited services. Sure, humans make mistakes, but the
frequency of these mistakes should be statistically down in the same range
as say, the number of times your test lab had a fire in the past year.
 
However, since you know that it is necessary for a test services customer to
be well-informed, then that¹s evidence that the accreditation system is
failing to deliver on its promise of a safe test environment. Perhaps
accreditation can¹t deliver what we expect, or perhaps we aren¹t applying
accreditation correctly. We have had about 35 years of EMC lab accreditation
experience, and yet we still can¹t, in good conscience, send an innocent
customer through the process. Your solution is to make your clients smarter
(which I don¹t argue with at all), but what does that say of the efficacy
and value of accreditation?

I have not specifically written them up although I do tell them as war
stories during my presentations. The biggies I remember were antenna
placement, wrong antenna factors, and injecting more current in the
conducted immunity test than was called for

Other biggies are ESD test setups non-compliant (the lab test area) and the
EFT test run with the clamp backwards.

But someone who goes to labs with no knowledge of how these tests are run
are at a real disadvantage.

Recently I have rolled up a lot of this information in to a short web
presentation I give to my clients so they can avoid these problems.

I know what you mean. I recommend only test labs I've personally visited or 
have worked with in the past. You also won't likely go wrong by recommending 
the large "chains", but there are exceptions, I'm sure. Probably the best bet 
is to ask around...maybe asking for specifics here, or in one of the LinkedIn 
groups. Also, each lab may offer expertise in certain areas, but not all. For 
example, not all are able to test intentional radiators. Some may be better at 
dealing with various country's submittal processes, some don't do MIL-STD, etc.

The test labs that regularly attend the IEEE EMC symposia are probably worth 
considering.

Here are a few I can recommend. Elite Engineering in Chicago, CKC (various 
locations), Northwest EMC, EMC Integrity in Colorado. I just had this same 
conversation with a colleague in the Bay Area recently. He recommended Elliott, 
TUV, And UL. In the Portland area, I was pretty impressed with a fairly new 
lab, ElectroMagnetic Investigations, in Hillsboro. I believe MET Labs (various 
locations) are also well thought of. I'm sure there are others I've not aware 
of, however. I suspect others will chime in with recommendations.

[PSES] Test and Calibration Labs

 ‎All,In recent weeks I have been searching for EMC and Calibration labs in areas of the country where I am not so familiar with who is who.   My clients often want something nearby.  Generally they already know which safety agency they want.  I have used the directories published by ITEM and ‎InCompliance and others.   But it occurs to me that I am "recommending" labs without any point of reference. Unless they are part of a national organization, I feel I really don't know these folks well enough to make a reference.   Also, I full well know that many of these directories do not have complete listings, each one seems to have some omissions of important labs. I would be interested to hear from others on this forum who have had a similar experiences, about  which directories they got the best results and how you dealt with these concerns in general.  Thanks, - dougDouglas Powellhttp://www.linkedin.com/in/dougp01

Richard,

I once had an HP spectrum analyzer than had a dim screen after 10+
years of operation.  Moving the display centering to use other parts
of the phospher didn't help.

I then removed the display glass and found a thin, even, layer of dust
on the CRT.  Thank you, electrostatic precipitation.  Cleaning the CRT
(and display glass) made the display look like new.

I have a 19 inch yard-sale LCD TV hooked up to my Advantest R3261A (not 
a "more modern" instrument).   It flickers once in a while, but that 
doesn't matter for my use.  A local firm, "Comprenew," has 48 and 96 
inch wall mounted but analog ("not guaranteed to work") TV's/displays 
for pocket change. No thanks, but imagine the effect when the customers 
see your readout.  1 dB/cm resolution, no problem.


(We wont' speak to accuracy, will we? The 3261 "measures" dB to two 
decimal places...)

useful improvement by following the procedure for re-centering the screen
display.  This brought new areas of phosphor into use for the graticule and

My remaining problem is intermittant uncertain contact closure of the
various push-buttons - -presumably dirt or weak springs.  If anyone knows

(Normal Operation).  The fan is always on.  If your LEDs are correct and the

works, but the fan doesn¹t come on when powered up. I have all the manuals,
but they don¹t say whether the fan should be on at all times, or whether it
is thermostatically-controlled.  The unit is supposed to shut down in an
overtemp situation, but that is not the same as a
thermostatically-controlled fan.

Anyone out there know, or know how to find out, short of trying to induce an
overtemp situation?

We use a USB to STP-cable convertor to take the computer out of

the test room.  

Depending on the test levels required, the inside

part will have to be shielded. Take the electronics outside the box

and make a shielded box, add A LOT of filters at both sides.

 

I have been able to test USB equipment  to the requirements of

BMW automotive requirements ( < 10 dBuV/m), while

transferring a 1Gigabyte video file over the link.

I’m looking at updating my computer for EMC testing. In this case the computer 
is the support equipment rather than the host. Beyond just finding a “quiet” 
computer I would like to know if there is any reason under ANSI C 64 or CISPR 
22 etc that would prohibit me from buying an all-in-one computer. Essentially 
the monitor is included inside the same housing that also contains the actual 
processor and mother board. I still have the various USB and Video outputs such 
as HDMI. So I still hook up keyboards and USB devices – in most cases the USB 
device is my actual test article.

The benefit is simply that I don’t have to play around with a separate monitor 
and it’s cabling and associated noise.

 

I had been advised against once by a test facility when I suggested I was going 
to move from a desktop to a laptop to try and minimized the test platform. I’m 
not sure why it would be prohibited or if they are actually correct. I can’t 
find a reason behind it other than the antiquated test setups currently 
identified in the standards. Has anyone else run into an actual prohibition?

Gary,

Would plugging your USB test article into a laptop, or an all-in-one, be a
valid, representative setup that your customer could possibly employ?  If
so, then using a laptop or an all-in-one *could* be a legitimate test
set-up.

When faced with multiple possiblities involving what an EUT might plug
into, I have generally done enough investigation to find the worst case
scenario, then went with that.  In other words, does your EUT behave worse
with the laptop set-up, the all-in-one setup, or the desktop PC setup?
 Does it behave the same no matter what platform you plug it into?

If it behaves the same in any platform, go with the one that is least
likely to have emissions issues that have nothing to do with your EUT.

ANSI C63.4-2009 (6.3.1.2 - page 28 of my copy) does state that if there is
only one accessory, then it should to go into the peripheral 1 position
shown in figure 6 (page 32 of my copy).

Employer recently had me do a widget for connect to computer via USB, and comes 
with canned software driver (no API). EMC labs give me lots of trouble. The 
first test house said No, so I said 'bye' and took it down the road to another, 
where they wrote almost a full page on the test conditions. Have settled on a 
single 'representative' computer - a somewhat older Lenovo (2011) Thinkpad. Do 
not know if emissions or immunity are any better or worse than other boxes, but 
what can be reasonably expected? 

IAC, how can an external widget maker control the various combinations of 
keyboards, monitors, rat, and coffee cup heaters attached to the 10E6 types of 
mother board/chip set/OS combos? I say let them eat cake, or burritos...

Would also like to hear from some senior EMC people employed at test labs for 
the FCC and CISPR interpretations on this mess.

An oft missed but important issue for manufacturers using 3rd party safety test 
labs is the indemnity liability clause in the agreement.  Manufacturers need to 
be careful that indemnity is sufficient in the event of a "faulty" test issue 
that results in a recall or incident.

Cost and competence are not the sole considerations.

On a wider note, "consequential losses" are typically excluded from many 
contractual agreements and liability limitations for UK consultants and test 
labs seem to be limited to 100% or 125% of order value.

As I'm not a lawyer, the advisability of my comments is always marginal.
But. Some people have been known to achieve peace of mind by resorting to:

 

.ISOLATION, where your assets are so remote and isolated that you
are not worth suing. Are twelve levels of off-shore holding companies
sufficient?



.CHARISMA, where you convince people you are either far too nice a
guy to sue, or the mirror, where you establish that you are a truly
hyperbolic psychopath. Either way requires exceptional people skills.



.MAD (mutual assured destruction), where you make it clear that you
will bankrupt yourself, and anyone who dares to sue you, in a protracted
legal battle prosecuted as a personal vendetta of such epic proportions that
it will influence case law for the next century.


Maybe the most instructive thing to do would be to see what kind of
professional insurance lawyers carry?

agreement with a local NRTL office that we work with. The agreement is a
long list of items the NRTL would not be responsible for from damaging a
million dollar prototype device or causing a virus getting loose on your
corporate network and everything in between. 

 

The nature of the type of work we do demands that your company and employees
are protected from litigation for a long list of things that could happen.
Also, we have customers on location during testing and you never know what
they might do.

 

If I had my own company I would seek advice from a good corporate lawyer and
insurance company to get what you need and not what you don't need.

Warning - IANAL, but I did have an excellent burrito for lunch.
Signatories to reports and the various CAB agreements may need 'errors and
omissions' insurance. If a single person provides the final review and signs
all reports, then perhaps the insurance can be limited to the qualification
of single person.
