As Kaz pointed out by his web link, the document has now reached revision 5. 
However, the proposals were developed in a small(ish) working group where not
all Member States were present.  Also, many comments by those who participated
in the development of this document were not resolved in the creation of
LVD.5, but the Commission wished to a document into the public domain. 
Finally, the proposal still has to be reviewed by the European Parliament and
the Council of Ministers before it can become law.
 
So, not only are parts of Annex 1 set in modelling clay, so too are other
aspects.
 
Of course, the WEEE and RoHS both go down to 0V and so too does the R&TTED. 
Does this guarantee that the LVD will go down to 0V?  I'm not sure who would
be in a position to give such a guarantee.

I heard that some parts of Annex 1 are NOT agreed by all parties.
'Domestic animals' can be almost anything short of a tiger or elephant.
My friend's grandson has stick insects and they could easily get into
the TV!

If the LVD voltage limit question is relative to equipment under the R&TTE
Directive, there is a caveat statement in item (10) of the introduction:
"but with no lower voltage limit applying;"

Discussions on the revision of the LVD seem to have been given a lower
priority over the last year and, as a sign of this, the consultation promised
for March/April of this year still hasn't happened.  In the mean time the
European Commission is all-change, with new Commissioners identified but not
yet sworn in.  However, I am not aware of any different proposals on this
subject and so it still remains a possibility for the future.
