Vijay,

I am not aware of standards specifying this, but in practical terms,
heat transfer would depend on airspeed, time, surface area, etc. For
example, high speed air would burn much faster than convected air.

If this is a significant safety concern rather than a standards
compliance question, you might try ASTM standard C 1057 which uses a
thermesthesiometer, a probe simulating skin. It would be able to
demonstrate the risk or safety of exposures to your conditions, a much
better risk analysis than just standards compliance.

Typo here, I suspect.  Could you be referring to Telcordia standard
GR-63?

ITE standard used in Poland.

You ask:  Does anyone know the ITE test standard 
requirements for Poland?

Poland uses IEC 950.  (And accepts CB Reports.)

Polish certification of ITE is required.

I believe the only country in the world that does not use 
an IEC 950 clone is Mexico.  Mexico uses a UL 478 clone.  
Since IEC 950 largely includes UL 478 requirements, 
compliance with IEC 950 largely implies compliance with 
UL 478.
