Brian,
IEC61326 (or EN61326, which you need for EMC Directive compliance) 'calls
out' the various test standards, e.g. CISPR 11, IEC 61000-4-X, IEC
61000-3-X, and supplies the actual levels at which these standards are to be
used.
To my mind, if your product falls within the scope of this standard, and you
are going to use it to claim compliance to the EMC Directive, then you must
have it. In fact, if your company is ISO 9000 approved, then your auditor
should not only check that you hold all standards relevant to your product,
but also that you have a mechanism in place to ensure that you are using the
most updated version.
