i'llk put this in email. i think the xdg standards here are bunk. changing the
actual name of the folder that stores stuff on locale change is just wrong. it
should be the same dir always - no name changes. losing your desktop becaue of
a locale change is bad. we should diverge from the std here and make symlinks in
~/ to ~/.e/e/desktop etc. (symlinks for compat).
