`Source0` and `%prep` phase in `tito.spec` - Drop `python-blessings` dependency
and move to `python-blessed` - Rename `HACKING` to [HACKING.md][hacking] so it
renders on GitHub  [hacking]:

Is there a way to get the package list and their version available in RHEL8?
For example, I would like to make kpmcore and kde-partitionmanager available in 
EPEL8, but they require util-linux >= 2.33.2. Since I can't find what version 
is available in Bodhi/Koji/etc. I would like to know if there's some other web 
service where I can find that without having to install a VM just for that...
