I think the updates being set to "pending" is a different bug, so it's
good that you opened a ticket on it.
My update went pending as well.  And I really needed it to go to
stable ... today (actually yesterday).

At least it worked for me. I was able to promote a few updates (single builds
but also an update with ~a dozen packages) to stable.

this update [1] which are just pending and if we click on it, always
gives "504 Gateway Time-out"

To clarify we knew it was having problems and tried a bunch of things to
get it working, and it seems that it is now? But the actual root cause
of the slowdown is still unknown. ;(

It's happening to me also, though mine is with an override
$ fedpkg override create
ServerError(https://bodhi.fedoraproject.org/overrides/, 504, Error
returned from json module while processing
b'https://bodhi.fedoraproject.org/overrides/': b'Expecting value: line
1 column 1 (char 0)'
b"504 Gateway Time-out\nThe server didn't respond
in time.\n\n")
Could not execute create_buildroot_override: Cannot create override.

I was having a similar problem last week, I opened a
fed-infrastructure ticket and they extended the time out time.  But it
looks like things have gotten so bad that even that extended time
isn't good enough.
I have re-opened the ticket.
