Most committers are already subscribed to the repo and see all… the messages. 
So @ mentioning a committer group will not put more email in the committer’s 
inboxes. They were already going to get the email.

github, I assume it should be possible to automate this so we have these
info as a Github "Team" and as the info is not private there should not
be an issue to make it explicit and a "public team"?

a) got to project site (often hard to find if not linked as project name

groups) maybe have for each Gitgub repo one

how to ask "anyone" e.g. for PR or in this case clearance of 
disagreement, so using "private" groups seem inappropriate here anyways.
