Rhys Millen drove into history, but not as emphatically as he wanted.

The New Zealander took an electric car to an overall title at The Broadmoor
Pikes Peak International Hill Climb, which marked the first time not only in
this 99-year-old race but any major event globally that an electric car
bettered a field that included traditional internal-combustion engines. He
also set a category record.

Good day, right?

"I guess I should put a smile on my face, but we were still 30 seconds off
our target," said Millen, whose Drive eO car lost a rear motor pack halfway
through the race and had to finish at 50 percent of its power. "It's a new
record, but not one I'm happy with."

Millen's disappointment was shared by much of the Hill Climb field.
Mechanical issues among the frontrunners and slick conditions caused by the
heat led to a slower-than-hoped-for-times. Nobody broke the nine-minute
barrier. Millen's time of 9 minutes, 7.222 seconds was the day's fastest to
the summit of America's Mountain, barring a late surprise.

"If it had just been an 8:59, I would have been happier," Millen said. "It's
one more year we have to wait."

Millen sped to the fastest times throughout the week and his time was 6
percent faster than his closest pursuer in the first two sections. But that
advantage dipped to 3 percent over the final two sections after the
mechanical issues. He improved the record in the electrical category by 1
second.

He still beat runner-up Nobuhiro "Monster" Tajima - also driving an electric
car - by more than 25 seconds.

Tajima fought far more frightening issues, as his brakes failed near the top
of the course.

"It was very dangerous for me," said the Japanese past champion, who
finished second at 9:32.401. "Too fast and no brakes."

Asked why he didn't just kill the run at that point, he said simply, "I
don't know."

Even those who didn't experience mechanical difficulties still felt they
finished with something less than their best times because the slick road
conditions.

Colorado Springs driver David Donner set a Time Attack 2 record at 10:26.896
and Woodland Park's Codie Vahsholtz established a new standard for
lightweight motorcycles at 10:50.421, but both of the local record-setters
were less than enthused with their times.

"I was expecting to go a little bit quicker," Vahsholtz said. "But with the
road conditions it was a little bit slick so I just played it safe and made
it to the top."

The slick conditions were the product of warm temperatures that caused the
pavement to radiate heat while also drying the surrounding gravel to allow
sand to blow onto the road.

Sunday's slick road is in no way related to Thursday's accident that killed
motorcycle driver Carl Sorensen in a practice run. The road was gripping
much better at that point and only surprised competitors with its slickness
on race day.

English driver David Roe said the slick surface caused him to nearly go into
a ditch when two of his tires left the pavement.

"I put two wheels in and I lost my underpants," Roe said. "I haven't found
them yet."

Tesla Model S drivers have driven their cars a billion all-electric miles,
with the milestone coming just three years after the sedan was launched. The
news was shared today, with Tesla comparing the cumulative distance traveled
with 4,186 trips to the moon, or a continuous road trip lasting a ridiculous
2,000 years. Of course, the bigger impact that Elon Musk's plucky automotive
startup would like to draw attention to is the gas and carbon dioxide saved. 

A billion miles of electric driving is roughly equivalent to ten years of
gas-powered driving, Tesla argues, and has saved 570,000 tonnes tons of
carbon dioxide from being released.

That's not bad for what's undoubtedly a premium car targeting a relatively

Sales of expensive electric cars are getting a jolt from the impending
expiration of a sales tax incentive in Washington state. It goes away June
30.

The Tesla Model S is a sleek, fully electric luxury sedan that turns heads.
The price tag can make hearts skip too. Some versions cost $100,000. Telsa
Motors has three showrooms in the Northwest. 

Lance Merkin is the manager at in the Westlake Telsa store in Seattle. He’s
been unusually busy lately. 

“Imagine your own personal workload doubling,” Merkin said. “That’s what has
happened.” 

‘A great motivating factor’
Merkin said for the past two months he's been telling anyone on the fence
that a valuable tax break is likely to go away at the end of June. Tesla
also emailed notices to its customer database. 

"A lot of fence sitters, it has brought them down to act sooner rather than
later,” Merkin explained. “So it has definitely been a great motivating
factor. It is almost a doubling of our orders because of that in Washington
state." 

How much of a difference does the tax incentive make for a Tesla buyer? 

"For easy math, at 10 percent of a (big) ticket item like an upscale luxury
sedan, that could be a $9,000 to 10,000 savings to consider,” Merkin said. 

All-electric cars have been exempt from sales tax in Washington since 2009.
The sales tax reaches 9.5 percent in Seattle’s King County. 

Electric car enthusiasts, major automakers and Washington's governor have
urged state lawmakers to extend the tax break for another four to six years. 

Merkin is resigned to it going away, but said he'll miss the incentive. 

"We have loyal folks. We have a lot of folks that still want to go
electric,” he said. “So it will be a small hindrance, but overall we'll
still continue forward doing what we do. But will we miss it? Absolutely." 

The other top-selling all-electric model is the Nissan Leaf. A manager at
Bellevue Nissan said the vast majority of Leafs are leased rather than
purchased outright. In that case, the sales tax break is not as valuable.
The Nissan dealership reported no significant sales bump from buyers trying
to beat the buzzer. 

Bigger budget issues
In the Washington Legislature, some lawmakers are trying for a last-minute
save. Democratic Senator Mark Mullet said the electric car tax break has
taken a back seat to bigger budget issues, but he for one is optimistic it
might be squeezed in at the end. 

"The places that have the incentives are the places that are selling a lot
of electric cars,” Mullet said. “So if you let it lapse now, it's going to
be a huge mistake and you will definitely see backward progress on electric
car sales in the state of Washington, which makes no sense." 

The conservative-leaning Washington Policy Center made the case for letting
the tax break lapse. "State data show these breaks go primarily to the
wealthy who would have purchased these vehicles anyway," WPC environmental
director Todd Myers wrote in an email earlier this year. "As a result, the
policy does little to incentivize purchase of EVs and yields almost no
additional environmental benefit." 

Extending the sales tax break would cost the state treasury between $5
million to $6 million per year according to an estimate by the Washington
Department of Revenue. 

Myers wrote Thursday that his guess for why the tax incentive is dying is
that the money is needed to patch up the state budget. 

If the electric car incentive wins an extension in Washington state, two of
its leading backers say the tax break will assuredly be capped to avoid the
appearance of subsidizing luxury buyers. A state Senate bill limited the tax
break to the first $40,000 of any sale while the state House proposed to
exclude any battery-powered vehicle costing more than $35,000 from
eligibility for the tax exemption. 

Different states, different directions
Meanwhile in Oregon, advocates of pollution-free driving proposed a
different state subsidy for plug-in car buyers. But it is languishing in the
state legislature. 

Oregon doesn't charge sales tax, so electric car advocates and sympathetic
lawmakers there introduced legislation to offer a $3,000 rebate on
battery-powered and hydrogen-fueled cars. The measure received a favorable
hearing in Salem in early April, but has since stalled out in the state
House Revenue committee. 

Jeff Allen, the executive director of the nonprofit Drive Oregon, is a
rebate advocate, but said it's now an uphill battle.

Electric Vehicle Television (EVTV) prides itself on producing some of the
most boring video content available on the internet. Truly, unless you have
a passion for electric vehicles, learning how they work and how to build
them, it more closely resembles a sleep aid than entertainment. Sometimes,
though, the tedium is punctuated by triumph, which makes the watching worth
while.


Such was the case recently when an impromptu assembly of engineering types
showed up at the outfit's Cape Girardeau, Missouri headquarters to take a
crack at animating a Telsa motor through the inverter to which it is
twinned. Electric motors are installed in kits and conversions on a regular
basis, but when dealing with components from an OEM, the task can be
complicated because of the manufacturer-specific code involved.

To conquer the Tesla, the team used a controller area network (CAN) capture
device it developed to read signals sent from the readily accessible
diagnostics port of the Model S belonging to EVTV founder Jack Rickard. The
captured code was then edited and fed back to a salvaged motor and inverter,
powered by a battery from Better Place, installed onto a maple-top
workstation. After some fussing and problem solving, the electric lump
started spinning, success was declared, and the team celebrated with a toast
of Rickard's homemade whiskey.

With this victory, Rickard tells AutoblogGreen that he expects to see Tesla
motors and inverters finding new homes within the chassis of custom EVs
within months. In fact, EVTV intends to get the band wagon rolling with a
second drivetrain it acquired for that very purpose. It's something we had
already had expected to see in the unlikely shape of the so-called
"Stretchla" project of Otmar Ebenhoech. That effort, however, got somewhat
stranded when Tesla decided not to sell Ebenhoech additional parts because
of the salvaged nature of his vehicle. Sadly, the right-to-repair issue is
one not limited to the traditional automakers.

EVTV feels strongly, however, that once you buy a car, or even a salvaged
drivetrain, it's yours to do with what you will. To that end, it offers its
reverse engineering tool, called the CANDue/SavvyCAN, for sale on its online
store, and for those who can handle the excitement, will be explaining how
they get the Tesla drivetrain to function properly inside a donor vehicle on
its weekly show.

I decided to use Nissan Leaf modules for my 120 volt S-10 truck for
the following reasons:

 -Low cost availability of used cells - I can purchase a totaled
Nissan Leaf and (with some elbow grease) remove a pack of used cells
that are in very good condition for significantly less than I can
purchase new prismatic cells.

*This was the biggest deciding factor...I simply couldn't afford to
spend enough to buy a 24 kWh pack without buying it used.*

 -Possibly higher quality - Because I know that Nissan has handled the
quality control and bulk purchasing for me, I am guaranteed a certain
(automobile engineering) level of quality and regularity between modules.

 -Possibly longer life (for similar reasons to above...) By getting
modules from a 2013 battery I think I am getting the benefits of
Nissan's early experimentation.

 -Nice format - I like the general format and packaging of the modules.

 -Continued availability - If I need to replace a module, or even the
whole pack, I expect that there will continue to be easy availability
of replacement modules in the same form factor, and possibly with even
better capacity in the future due to the large number of Nissan Leaf's
on the road today.

For my high amperage/relatively lower voltage (small pickup truck)
application the 60 AH capacity is the only real downside. I'd prefer
180-200 Ah modules, so I am having to put them in parallel sets of 3.
But for a scooter or car with a high voltage controller/motor, you can
just put them in series like Nissan does.

I'm using MiniBMS, which is about as cheap as you can get, so the BMS
wasn't a big issue for me.

Are those pc boards conformal coated?  They look kind of naked.
