Perhaps you forgot to activate the Apply filters to new messages in
INBOX on this server

you can find this setting:

Tools - Mail Settings - (select th account you want to edit) -
Edit - Receiving Options - checkbox (as described above)

No ... the accounts in question are not IMAP accounts.
