evolution is stored in the gnome cvs tree, the information relating to that can be used, try looking at developer.gnome.org, under 'getting involved', and 'tools'. Once you have patches, try sending them here with an explanation of what it fixes. Patches must contain ChangeLog's too. Note that we are about to hit feature freeze, so it may be harder to get new features in.
