Mine setup: Ubuntu 13.04 with Evolution 3.8.3

 Evo will let me move these folders anywhere I wish, provided I move them
 to live *under* some other top-level folder. But I cannot move them to
 where they belong, which is on the same top level as all the other
 primary folders in use.
I am not sure if this is same case, but I have tested this, and
evolution crashes when I try dragdrop folder to any place. I have
created bug report for this[1] on launchpad. Should I do the same on
bugzilla?
However when i right click on this folder and use option 'Move folder
to...' than it works fine. Did you tried second method?

[Evolution] Warning message about HTML

Evolution 3.8.3
openSuse 12.3
KDE 4.10.3

I create a message using HTML format.
I choose a recipient from my contact list, the On This Computer -
Personal one.
I enter a subject
I click Send
I get a popup that asks if I really want to send this message in HTML
format although the recipient's information has the Want's to receive
HTML mail box is checked.

This does NOT happen on all contacts!  Just some.  I can't seem to
detect a pattern.

This is not a new problem, nor is it serious.  I was just, oh I guess
bored, and decided to ask about it.

I'm using a wired USB mouse and I have had no problems with the wheel
responding.  Current Evo is 3.8.3 and I don't remember having any
problems with earlier versions.  My DE is KDE 4.10.3

Just lucky I guess.

Didn't crash when I tried drag  drop, but didn't move them, either.

It probably wood be a good idea for anything which crashes the system.

Yes, I've tried all three ways. One of the tries lost a folder
completely and I still haven't been able to find out where Evo sent it.

But for what it's worth, I finally got creative, and instead of beating
my head against a wall trying to get Evo to do something it plainly was
not capable of doing, I sought a workaround. I moved all the subfolders
under Temp, the contents of the top folders to temporary names, then
set up the originals as if they were new, moved the temp messages back
into them, and the Temp-parked subfolders back under their proper new
main folders, so except for that missing one, it's all fixed. I hope :-)

One of these days I'll try posting again about Evo's Contacts section
being unwilling to follow its own sorting instructions :-)

[Evolution] Evolution 2.28.3-30 CentOS 6.4 cannot add notes to Contacts

This is on a x86_64 system.  I have a cursor in the Notes tab but
cannot type text on that page.  Is this a known bug?  If so is there a
workaround?  What can I provide to solve this issue?

[Evolution] OT: Warning message about HTML

My apologies for the OT. Bart, I agree that Evolution shouldn't nanny
us, IOW if you want to use HTML and everything is set up to do so, then
Evolution shouldn't bother you by asking, if you're really sure.

However, reconsider to write plain text mails only and use Evolutions 
Performatted feature, if you e.g. want to send a long line with code or 
whatever.

HTML for emails is completely useless and for many recipient a PITA.
Note that HTML formatting often already gets lost by missing fonts and
not everybody does use a GUI or even a monitor/display to read emails.
