I made the change for Evolution 3.9.3:

   F12 is now Send / Receive

   F9 is now View - Layout - Show Side Bar

Not that I know of.

I'm not even sure why we allow the sidebar to be hidden.

I wish we had an accelerator for that. F9 is the keystroke to show/hide
the side pane in most other GNOME apps. Perhaps Evolution could add it
as a toggle?

Oh, it's brilliant. I have it off most of the time. Evolution is fine on
a 1920x1080 monitor, but when disconnected on my laptop there's
insufficient screen real estate to see subject titles, especially in
threaded mailing-list discussions. Turning off the side pane makes
Evolution far more usable.

F9 currently triggers Send / Receive, but I'd be open to changing that
if F9 has enough of a precedent in other apps.  So far I've found Totem
and Rhythmbox.  Are there others?

Nautilus and Evince use F9 as toggle, too.

P.S. I just realized the original poster was asking for a way to change
the current folder [when only a single folder is showing]; that would be
awesome, but being able to toggle via i.e. F9 and then hunt-and-peck as
normal would be a good enough workaround for now.

And File-Roller and gThumb.  Okay I'm sold.
