Set up a "Message Filter" for "Outgoing Emails". When adding the rule,
choose "Match All" in the "Criteria" section, and choose "Beep" in the
"Then" section.

This should beep everytime an email is sent.

Edit, Preferences, Mail Preferences, General - when you set the New Mail
Notification, it also runs when a message is sent out (or at least it
does on Linux).
