I'm not sure what's causing the confusion.
 
there are two questions:
 
Can we record a looping statement ?
 
the answer is "No". 
The question concerns utilizing the macro recorder to record actions in order 
to determine the VBA statements required to perform specific tasks.
A "looping statement" is not something that can be done in an Excel workook.
It is only done in a VBA environment and therefore cannot be "recorded".
 
the second question:
Give some examples of looping statements ?

Technically (in my opinion),  "For, Do while, and Do Until" 
are not EXAMPLES of looping statements, but examples of TYPES of looping 
statements.
an EXAMPLE would be something like:

For i = 1 to 10
debug.print cells(i,"A").Value
Next i
 
i = 0
Do while i < 10
  i = i + 1
 debug.print i
loop

I would like to calculate the weighted average of rating (weighted by 
exposure) till the sum of exposure reaches certain value. please see table 
below: 

BuyerExposureRating

9675.005 
10675.005

12675.004 

 
Total Exposure4,050.00 

I would like to first sort the ratings from highest to lowest, then 
calculate the weighted average of Rating (weighted by exposure) till sum of 
exposure is equals to Total exposure value (in this example 4,050. I will 
sumproduct the first 5.25 buyers to reach my goal. if this is too complex, 
sumproduct the first 6 buyers will also do the job.

Check Col L, you need to use UDF as mentioned in it. Calculate sheet by
