Online maintenance creates contiguous white space in the databases.  It has
nothing to do with the OAB.  See

I am pretty sure that the Offline Address book is actually populated during
the online maintanence hours.  At least in E2K.  What version are you
running.

To download it to a Outlook Client they must use OST files.
