Disallow some users to send a message to Everyone group.

Hi Everyone,

I would like only managers to have permission to send a message to
everyone on the Exchange 5.5 server. Is there a way to do that?

Yes.  Put the "Max Recipients on Submit" reghack on your servers and set it
to whatever you want the maximum number of people per message to be.  Then
create a dl called "All Users" and set delivery restrictions on that dl.
Tell the managers to use that instead.
