I had this same issue and was able to resolve it by following the
instructions in MS KB article Q306845 (XADM: Public Folders Use Public

Public Folder Issue HELP!

I have an issue with a form associated with a public folder.  When I select
one of the tabs on the form in design mode, it gives me the error:

One or more controls are not properly licensed

I have looked on MS KB and TechNet and found nothing on this error.  Any one
has any ideas? I am desperate to make this work as I have a project
deadline.  If you have any good web sites for forms issues that would also
be appreciated.  I have never seen an error like this.
