Give users who aren't to receive mail an unroutable e-mail address such as [EMAIL PROTECTED] Be sure to add this address to the default recipient policy so that they can use OWA. If you follow the instructions in this article, then the users without Internet email won't be able to use OWA. You'd have to create a new HTTP virtual directory for them that handles the "fake" smtp address that you use. I believe the FAQ has this item within, but I would build a DG with the users you want to restrict and add it to the Virtual Server as "Rejected". That should do it.
