is it a server or client problem?  if a user who has "normal" operation
opens (from their pc) a mailbox of a user who experiences slow performance
do they also expereince slow performance?

I don't have an Outlook 2000 client to hand to check the IM option in there,
but I've found unchecking the "Enable IM" in Outlook 2002 wwwyyy speeds
up response times when moving from message to message.

I had this problem as well and I removed Windows XP SP1 and it fixed it
for one user.
I was seeing the problem as well after I install XP SP1 and I noticed
that even though my Office XP said I had SP1 installed when I tried to
install SP2 it said I need SP1.  I reinstalled SP1 and 2 and all is
zippy again.

You can enable polling on the client, but I dont think you can adjust the
interval.

To be more correct, the server does not really push either. The server sends
a UDP frame to the client telling it that it's time to refresh the view and
show a new message.

But they still call this process "polling".

In fact if Outlook is behind a firewall that blocks UDP frames, Outlook will
never receive a new message notification from the server and will never
refresh its view.
For these occasions, there is an article on MS support website that
describes how to adjust Outlook's "polling" intervals so that it would not
even have to wait for the server's new mail notification UDP frame.

To be more correct, the server does not really push either. The server sends a UDP 
frame to the client telling it that it's time to refresh the view and show a new 
message.

But they still call this process "polling".

In fact if Outlook is behind a firewall that blocks UDP frames, Outlook will never 
receive a new message notification from the server and will never refresh its view.
For these occasions, there is an article on MS support website that describes how to 
adjust Outlook's "polling" intervals so that it would not even have to wait for the 
server's new mail notification UDP frame.

Ok I have checked the machines in Question...
1. CPU jumps pretty High and stays there when doing anything in Outlook
related 2. This problem seems to be just with a few people and not everyone
3. There is no Excessive Memory usage and besides what I mention above CPU
seems ok 4. I have set all Nics to be 100/full on both the server and
workstations 5. I have turned off Virus Scanner 6. I have Defragged Hard
Drives


7. I have Sacrificed a Chicken to appease the Gods (I was unable to find a
Virgin)


I'm just not sure what else to look at 
End Users who have the problem are running Windows XP Pro with Office 2000,
but so is everyone else.


Any other Ideas?

Tell them to quit using Word as their email editor! 
Or maybe they are pinched for hard drive space or memory?
