I don't know...maybe just create the mailbox? I'm a Domain Admin / Exchange Admin with full Admin rights on my local machine, and I couldn't delete one of the standard folders (Inbox, Sent, Outbox, etc) if I wanted to. I'm not sure that's completely correct.. You might be able revoke a user's ownership permissions on his mailbox and then assign him individual permissions on folders therein, but I strongly suspect that Outlook wouldn't function properly in that case. Even if you could, I think it would probably be a waste of time. It would probably be easier to write a daemon that scans all mailboxes and puts back the folder if people delete it. If other just recover them as long as retention is set and possible setting Dumpster always on just in case. I have found that user can delete mailbox folders using the OWa interface. The only way to get them back was to use the reset folders switch when starting Outlook.
