The country could go into civil war, so it's possible that you wouldn't pay taxes then since no one would be around to collect them. Unlikely but possible. Spammunition filters very well, though you have to maintain a good collection of spam for it to use in building its rules. It just pops up error screens every once in a while. You can block by domain name at the IMS level. (message filtering under IMS properties) There is junk mail filtering in Outlook. As far as something that's "built into exchange 5.5" as far as I know the answer is no. But if you didn't want to buy anything, you could find a spare machine that you might have laying around, install the latest version of RedHat on it, and then put spam assassin on it.
