In Policy Out of Policy Meeting Requests

I'm struggling terribly with getting in-policy and out-of-policy meeting 
requests to work as the wording on the tabs on the room mailboxes would suggest.

I have a resource policy configured as per the following:

So if I send a meeting request for 2.30pm today it should be in policy 
resulting in the meeting request going to the mailbox delegate.  This doesn't 
happen, it's automatically accepted.

If I change the out-of-policy setting from All Users to Selected Recipients 
but leave the list empty, the same meeting request DOES go to the delegate for 
approval - but the approval email even asks them to approve an IN POLICY 
meeting request.

The logic and wording of the tabs just doesn't seem to tie in with the 
behaviour that the options result in, so I'm here asking if it's me and my 
colleagues being stupid or just how on earth we can make it work as the wording 
would suggest?

IS the storage limit per mailbox limited to 2GB?

I am in the process of implementing mailbox quotes for NOSEND. Management
wants me to override the Mailstore setting for a number of accounts. When I
go into ADUC to input a limit for a user I get a message the says to input
a value from 0 to 2097151. Can I change the upper limit value somewhere? I
need to be able to allow a limit greater than 2 GB.

I found my answer have to use ADSIedit to input a larger value in AD.

No issues with downloading, but installing I did.  Managed to get it running 
from the command prompt with elevated permissions.  No issues at this point.

Interim updates show up from past experience as interim updates in Add/Remove 
programs. Rollups show as normal Exchange Server updates.

Dumb question, but since I'm still new to the whole Exchange 2010 management 
thing I'll ask anyway.

Previous URs don't count as interim updates*, do they?  In other words, UR 4 
can be installed on top of a previous UR without uninstalling it, right?  (And 
any not-in-the-prior-UR hotfixes would have to be removed first.)
