Just as an aside, as an old SBS Support engineer, the easiest way to set this up is to run through the SBS Internet Connection Wizard on the To-Do List. If you have issues with that, pop on over to the microsoft.public.backoffice.smallbiz2000 group.

The very nature of the demand-dial connection are that it will dial your ISP whenever it needs to. You just need to configure your SMTP Connector as normal then create a Demand-dial connection on you RRAS server.
