We use the old 2003 ESM for that. So yes, you can, but not with 2007's [SP1] pitiful implementation of it. OK - two questions: 1) I have granted my account full permissions to Exchange, but I can't connect using it. I get a "401 unauthorized" error, even after delegating Full Exchange Administrator rights to the group I created, and of which my account is a member. How to fix that? Under 5.5, I could, in the Administrator interface, show the PF tree, and propagate client access (and other permissions and settings, such as replication) for the entire folder (sub)tree.
