We use the old 2003 ESM for that. So yes, you can, but not with 2007's [SP1]

When I start PFDAVAdmin, I specify the Exchange server and domain
controller, and there is a checkbox to use the current credentials,
and a radio button to select Public Folders.

The program is loaded from a directory on the Exchange server's C:
drive, and I'm TS'ed into the box.

My account is in Domain admins and Enterprise admins.

AFAICT there are no disabled accounts listed on the PF folders for
which I'm getting the 9551 messages.
