Create the group. Give the user control on the Security tab (View Advanced).
They can add and remove members from Outlook.

Subject: How to give managers rights to edit email aliases in AD
I am getting annoyed with creating email distro lists, adding and deleting
users from the email groups. Is there a way to let selected users edit who
should be part of the alias? I see on the account there is an owner tab but I
dont know how to let a selected user edit the account.
I dont want to give them access to any of Active Directory except for editing
there own aliases.
Is this possible and if so how?
We are windows 2000 and exchange 2000 sp2 all around.
