Public Folder Permission Issues

Recently I migrated my users from exchange 5.5 to exchange 2000 using the
Move Mailbox method. My domain is native Windows 2000 and the exchange 5.5
and exchange 2000 boxes communicate via Active Directory Connectors.  
Everything seems fine except that some users names show up in the client
permissions on public folders as NTUSER:domain\username rather than the
standard display name such as Joe Doe.  Also, those same users that have
their name showing weird have issues accessing those public folders such as
not being able to open random messages within the public folder.  If I
remove the NTUser:domain\username user and try to re-add them, I cant.  I
click add like normal, choose a name from the GAL or domain user list and
click OK.  Then I click OK again to leave the properties of the public
folder, go back in and see that that particular name is no longer there, but
the rest still are.  I can add and remove most users at will, but once they
have that NTUSER:domain\username, you can not change permissions or they
will disappear.  I get the same results whether I use outlook or Exchange
System Manager to make the permission changes.  Any Ideas?

Did you migrate the public folder store before switching your Windows 2000
Domain to Native Mode?

No. The replication of the public folders to the exchange 2000 box was done
after switching domain to native mode.

create top-level folders. You can set this extended right on the
Security page
of the properties of public folder tree or any of its parent containers
up to
the organization container.

If you do not want to grant all users the permission to create top-level
public
folders, modify the permissions as follows:
 
1. Open the properties of the Organization object, and then click the
Security
  tab.
 
   NOTE: In order to display the Security Tab, you have to add the
following
  registry entry:
 
   HKEY_CURRENT_USER\Software\Microsoft\Exchange\ExAdmin
 
   Type the value:
 
   ShowSecurityPage (dword) (without the quotation marks)
 
   and set the value to 1
 
2. Remove the Create top level public folder permission for the
Everyone
  object.
 
Deny has precedence over allow, and explicit permissions has
precedence
over inherited rights.
 
This behavior is consistent with Microsoft Exchange Server versions 4.x
and 5.x.
Everyone has the rights to create top-level folders by default.
