I presume you have the notifications allowed on the IMC tab of the exchange box? Title: Mail Relay Exchange 2000 is supposed to be relay-secure out of the box. So unless you changed something in the SMTP virtual server properties, then you shouldn't be relaying. Title: Message Yah but you are unable to send from outside the domain as well. Not a very nice tradeoff.
