You can tell if the policy is working by copying at least one older message to 
the managed folder before running Start -ManagedFolderAssistant (which can be 
run on just one mailbox if you prefer for testing), the old email will 
disappear before your eyes after kicking off the command if everything is set 
correctly.

I do seem to recall one bit of weirdness when I set up MRM... Maybe I'm 
misremembering this, or maybe it's by design... I set up MRM to move message 
from the Junk E-mail folder to the Deleted Items folder after those messages 
were 21 days old. I thought that immediately after MRM's regularly scheduled 
run that first day, any messages older than 21 days old would be deleted. Not 
so. This didn't happen until 21 days after I turned on the MRM policy. After 
that 21st day, any messages that were 21 days old or older were deleted all at 
the same time.

As for Deleted Items, I never did use MRM there... Just used GPO to configure 
that folder to be cleared out every time Outlook is exited.

The behavior will differ depending on if you set the policy based on the time 
the message was received, to the time the message was moved to a particular 
folder. What you describe is standard for a policy based on the time a message 
is moved to a folder.

I do seem to recall one bit of weirdness when I set up MRM... Maybe I'm 
misremembering this, or maybe it's by design... I set up MRM to move message 
from the Junk E-mail folder to the Deleted Items folder after those messages 
were 21 days old. I thought that immediately after MRM's regularly scheduled 
run that first day, any messages older than 21 days old would be deleted. Not 
so. This didn't happen until 21 days after I turned on the MRM policy. After 
that 21st day, any messages that were 21 days old or older were deleted all at 
the same time.

As for Deleted Items, I never did use MRM there... Just used GPO to configure 
that folder to be cleared out every time Outlook is exited.

But the messages had already been in the folder for 21+ days. So shouldn't they 
have been deleted immediately?

Before setting this to 21 days for all of my users, I did short 2-day test on a 
couple of sample mailboxes. The same behavior was exhibited; the sample 
mailboxes had junk mail messages that had been in the Junk E-mail folder for 
well over 2 days, but those messages remained until two days had passed from 
the time I turned on the policy.

Managed Default Folders do not require Enterprise CALs. Managed Custom Folders 
do.

Have you configured the MRM process to run? By default I believe it's 
configured to never run.

And yes I do have it assign to myself and a few others but it's not working, I 
still have to empty my Deleted items manually.
