Here are a couple Outlook settings that you may want to check both are in the Advanced properties of the Exchange account.
1 - From the Connections Tab--> Exchange Proxy Settings... button - Do the proxy authentication settings for his PC match the other computers? Basic or NTLM authentication. 2 - From the Security Tab - Do the security settings on his PC match the other PCs that do not prompt for authentication?
