create a folder then drag an empty contact folder from any pst file
(copy not move)
then right click on it to assging permissions.

I want to create a contact list (roladex) on the public folders so that
everyone in the company can access the same information. I would like to
know how to create the contacts on the public folder and how to assign
access and rights to users for changes and modifications.

Simply create a Public Folder from Outlook and assign permissions using the
permissions tab. TIP - Make sure when you create the Public Folder, you put
in "Contact Items" in the Folder contains drop-down box. This will ensure
you get the correct form when clicking New.
