Lynne, I believe it would be a client-side mail format issue. What format are the messages being sent in? Our Security here guy is Russian, and his mail looks fine when sending. The exception to this is the subject line, which is plain text, so it has no Cyrillic characters available. I believe Outlook translates unknown characters to ?'s.
The body of the emails he sends (and receives) is HTML and comes through fine.
