Thanks for the links, guess I didn't read them well enough before.  :)
Well, this would help a lot, but I just gave my 2 week notice here, to go to
another small company where I get to figure out how to setup an AD domain
with Exchange 2000 and migrate from sendmail/popper.  Yuck  Anyway,
thanks for the help and I suppose I will be nice and send the links to my,
*cough* replacements.  :)

Well, I did another restore the other night of Exchange 5.5 sp3 and realized
that the primary NT account permissions DO NOT transfer over.  I can access

what the problem might be.

not, how do I copy permissions and restore them to a test server?

Simple - Build a BDC on the live network, disconnect it from the live
network, promote it to be a PDC, rename it to the name of the Exchange
Server (Or build another machine on the test network for the Exchange
server) and restore.

This is the only way to do it.  Also, if you are using a centralized
backup
system, you will also have to connect your backup machine to your test
network in order to be able to do the restore.

One of the requirements of doing an Exchange restore (As I understand it) it
is having the same Server name.  Hence, doing the restore on the live
network to a test server would prove difficult.

I do remember reading somewhere that you can restore the Information store
(Not the directory) to an alternate server, but I would imagine that as the
directory isn't being restored one of the effects would be loss of
permissions (Like your describing).  I have never tried this though and so
I'm only guessing.

Well, the test exchange server, is on our actual domain, it is just not part
of the site.  We use it to restore mailboxes when needed, so the SAM should
be fine.  Under permissions, nothing is listed, not even the Account Unknown
entries, it is like we are not backing up/able to restore something, like
the directory that might be preventing us from getting the permissions
transferred over.

On your test network, how up-to-date is the SAM database (Compared to the
live domain)?

I've seens the permissions on newer mailboxes disappear (show Account
Unknown) when restoring to a test network with a SAM older than when the
user on the live domain was added.

Well, I did another restore the other night of Exchange 5.5 sp3 and realized
that the primary NT account permissions DO NOT transfer over.  I can access
all mailboxes as administrator, but the user ownership is gone.  Also, the
permissions at all levels are gone and have to be recreated.  I/We never
checked to verify permissions before this, as we just tried to access a
mailbox as administrator, so I am just wondering if anybody knows right off
what the problem might be.

My thoughts, which might be wrong, but nonetheless going to speak my mind,
is that we can't redirect the directory when doing a restore and because of
that, permissions aren't being copied.  So, please let me know whether I am
right in my thoughts, or completely off-track.  So, whether I am wrong or
not, how do I copy permissions and restore them to a test server?

This is the only way to do it.  Also, if you are using a centralized backup
system, you will also have to connect your backup machine to your test
network in order to be able to do the restore.

Simple - Build a BDC on the live network, disconnect it from the live
network, promote it to be a PDC, rename it to the name of the Exchange
Server (Or build another machine on the test network for the Exchange
server) and restore.

Ok, just to make sure I am on the same page, the only way to restore the
directory, is to have the machine named the same?  I guess that I will need
to figure out a way to setup a test network, not just the exchange box to
try it with the same name on my test server as the actual server.
