local pst and then restoring that pst to the exchange 
server?

As another
option, you can simply restore your IS to a recovery server and then export the
deleted mailbox to pst and re-import it to the live server.

If the profile on their machine hasn't been touched then you will have to:-


Log on to machine as user.
Unplug network cable
Go into outlook and wait for the connection to timeout and the ost to open
Export all the data to a pst
Exit outlook and plug the network cable back in
Outlook will sync the ost and you'll get your empty mailbox
Import from the exported pst

Program called ost2pst will do it. costs around $80 
though.
