reassign BB device (8320) to another userDelete user from bes, add new user. 
Wipe handheld and reactivate.  Repeat till successful.

Yup.  Issues we've seen preventing 1st time success have been patience, carrier 
activation issues and screwy user rules/delivery setup.  The BES' have both 
been absolutely rock solid since upgrading them to 4.1.4 some time ago.
